Russian President Vladimir Putin and North Korean leader Kim Jong Un have agreed to provide immediate military assistance in the event of an attack. In doing so, they revived a Cold War agreement that could destabilise the United States and its partners.
Putin and Kim Jong Un signed the deal Wednesday during the Russian president’s first visit to North Korea in 24 years. Kim called the agreement “the most powerful treaty” signed between the two nations, elevating their relationship to an alliance.
What The Treaty Signed By Putin And Kim Jong Un Says?
“If either party is invaded by armed force by an individual state or states and faces a war, the other party shall without delay and in accordance with Article 51 of the Charter of the United Nations and the laws of North Korea and Russia, provide military and other assistance with all the means at its disposal,” the treaty said, according to a text published Thursday from the official Korean Central News Agency.

After the signing ceremony, Kim Jong Un said the deal was for defense purposes but raised risks for the United States and its partners in response to provocations from Moscow and Pyongyang and was a symbol of his defiance toward Western powers.
The agreement has been dubbed the Comprehensive Strategic Partnership Treaty, which says Russia and North Korea agreed to work together to strengthen their defense capabilities while expanding their trade and investment cooperation.
Putin Last Visited Pyongyang in 2000
Putin’s trip came after Kim visited Russia in September, which satellite images later showed was followed by a massive increase in arms deliveries. Putin last visited Pyongyang as Russian president in 2000. Moscow and Pyongyang have denied these arms transfers, although there is ample evidence that they are real.
